tl;dr --I don't think that much has changed since this. Longer details: I completed a PhD in a non-CS field prior to OMSCS. The PhD program essentially provides training for a student to become an independent researcher. Perhaps a professor, if the stars align. For that training to be effective, students need enough guidance to reach the goal of creating a meaningful new contribution to the field. Otherwise, and sometimes in spite of this, that student can waste 3-7 years in a full time program without actually producing original work of sufficient quality to justify a PhD. If a professor decides to take a gamble on a part-time online student, then the professor needs to deal with the part-time piece. Professors get funding for research and need to show results. Prior to full tenure, professors need to publish. Seems risky. Moreover, given that it's part time, that implies that something else is full time and thus more important. Another key piece to the puzzle is that a PhD program does not necessarily require that much more in coursework than a MS.
